I never see artists working outside in my town.  Why is that?  Could it be there are laws against it?  I love visiting cities where artists gather and create and even sell their work. 

Here's what I really want to know.  Who do I ask about legalities of such activities?

(I never see music performers either-maybe my town is just too small? nah.  Can't be.)

If you tend to be an activist, I suggest you set up your easel infront of or across the street from the Police Station and start painting.

If you are not an activist type ask the question of an artist group in your town or at City Hall.

Personally I'd go the first way.
